The Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) aims to help Ontario meet its labour market and economic development needs.
Master Graduate Stream
This stream is for international graduates with an Ontario master's degree and doesn't require a job offer.
Mandatory requirements:
- Have completed at least one academic year of full-time study and obtain a master's degree from an eligible university in Ontario;
- CLB 7 or higher;
- You must have legally lived in Ontario for at least one year in the past two years before you apply;
- You must have enough money to support yourself and your dependent family members;
- Have the intention to live in Ontario;
- At the time your apply, you must be either living in Ontario with legal status (study permit, work permit, visitor record), or living outside Canada;
- You must submit your application within two years of obtain your master's degree.
PhD Graduate Stream
This stream is for international graduates with an Ontario PhD degree and doesn't require a job offer or language test.
Mandatory requirements:
- Have complected at least two years of PhD studies and obtain a PhD degree from an eligible university in Ontario;
- You must have legally lived in Ontario for at least one year in the past two years before you apply;
- You must have enough money to support yourself and your dependent family members;
- Have the intention to live in Ontario;
- If you are applying from within Canada, you must have legal status (visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination;
- You must submit your application within two years of obtain your master's degree.
Ontario's Express Entry: Human Capital Priorities Stream
This stream gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario. You must have a valid Express Entry profile and receive a Notification of Interest (NOI) from Ontario before you can apply online to be nominated by the Ontario government for permanent residence. Usually only candidates with more than 400 points in CRS will receive NOI.
Mandatory requirement:
- Work experience:
- Under the Federal Skilled Workers Program, you must have at least one year of continuous paid full-time work experience in NOC 0, A or B and your work experience must have been obtained within the last five years and in the same primary occupation as you identified in your Express Entry profile;
- Under the Canadian Experience Class, you must have at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in NOC 0, A or B and your work experience must have been obtained within the last three years, and in one or more of the occupations that you identified in your Express Entry profile;
- You must have a Canadian bachelor's, master's or PhD degree or its equivalent in another country;
- CLB 7 or higher;
- You must have enough money to support yourself and your dependent family members;
- Have the intention to live in Ontario;
- If you are applying from within Canada, you must have legal status (visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.
Ontario's Express Entry: French-Speaking Skilled Worker Stream
This stream gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario. You must have a valid Express Entry profile and receive a Notification of Interest (NOI) from Ontario before you can apply online to be nominated by the Ontario government for permanent residence.There is no minimum CRS, but candidates must reach the required CLB in French.
Mandatory requirements
- Work experience:

Ontario's Express Entry: Skilled Trades Stream
This stream gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario. You must have a valid Express Entry profile and receive a Notification of Interest (NOI) from Ontario before you can apply online to be nominated by the Ontario government for permanent residence.There is no minimum CRS.
Mandatory requirements:
- You must have at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario in a skilled trade that is listed in Minor Group 633 or Major Groups 72, 73, or 82 of the NOC. Your work experience must have been obtained within the last two years and in one or more of the occupations that you identified in your Express Entry profile, and obtained in Ontario while maintaining legal stus in Canada.
- Valid certificate or license (if applicable);
- You must be living in Ontario and hold a valid work permit at the time you apply;
- CLB 5 or higher;
- You must have enough money to support yourself and your dependent family members;
- Have the intention to live in Ontario;
- If you are applying from within Canada, you must have legal status (visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.
OINP Employer Job Offer Category
The employer job offer category has three streams. You must have a full-time and permanent job offer from an Ontario employer to qualify.
Employer requirements:
- Have been in active business for at least three years prior to submitting your application;
- Have business premises in Ontario where you will work;
- Have no outstanding orders made against them under the Ontario Employment Standards Act, 2000 or the Occupational Health and Safety Act;
- If you will work or report to work at location in the Greater Toronto area:
- a minimum of $1,000,000 in total gross annual revenue;
- at least five full-time employees who are Canadian citizens or permanent residents who worked at the location where you will work, or will report to work, for the duration of the most recently completed fiscal year;
- If you will work or report to work at location outside the Greater Toronto Area:
- a minimum of $500,000 in total gross annual revenue;
- at least three full-time employees who are Canadian citizens or permanent residents who worked at the location where you will work, or will report to work, for the duration of the most recently completed fiscal year.
The employer job offer category has three streams: Foreign Worker Stream, International Student Stream, and In-Demand Skills Stream.
OINP Employer Job Offer: Foreign Worker Stream
This stream gives foreign workers with a job offer in a skilled occupation at Skill Type 0, or Skill Level A or B of the NOC, the opportunity to apply to permanently live and work in Ontario. It is open to foreign workers in and outside of Canada.
Mandatory requirements:
- A full-time job offer with pay met or higher than the median wage level, for that occupation in the specific region of Ontario where you will be working;
- At least two years of paid full-time work experience in the same occupation as your job offer gained within the five years or a licence or other authorization for the job that you have been offer;
- Valid license or other authorization (if applicable);
- Intention to live in Ontario;
- Legal status in Canada (if applicable).
OINP Employer Job Offer: International Student Stream
This stream gives international students with a job offer in a skilled occupation at NOC 0, A or B, the opportunity to apply to permanently live and work in Ontario. It is open to international students in and outside of Canada.
Mandatory requirements:
- A full-time job offer with pay met or higher than the low wage level, for that occupation in the specific region of Ontario where you will be working;
- You must have received from an eligible Canadian institution:
- a degree or diploma that takes at least two years to complete if you study on a full-time basis, or
- a degree or diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement;
- Valid license or other authorization (if applicable);
- Intention to live in Ontario;
- Legal status in Canada (if applicable);
- You must submit your application within two years of the date on your degree, diploma or certificate.
OINP Employer Job Offer: In-Demand Skills Stream
This stream gives foreign workers with a job offer in specific in-demand occupations, such as in agriculture or construction, the opportunity to apply to permanently live and work in Ontario. It is open to foreign workers in and outside of Canada.
Mandatory requirements:
- A full-time job offer with pay met or higher than the median wage level, for that occupation in the specific region of Ontario where you will be working. The position offered must be in one of the following occupations in NOC C or D:
- NOC 7441 - residential and commercial installers and servicers
- NOC 7521 - heavy equipment operators (except crane)
- NOC 7611 - construction trades helpers and labourers
- NOC 8431 - general farm workers
- NOC 8432 - nursery and greenhouse workers
- NOC 8611 - harvesting labourers
- NOC 9462 - industrial butchers and meat cutters, poultry preparers and related workers
- You must have at least one year of full-time (or the equivalent in part-time) paid work experience in Ontario in the same NOC within the three years;
- Valid license or other authorization (if applicable);
- CLB 4 or higher;
- Canadian high school diploma or its equivalent in another country;
- You must have enough money to support yourself and your dependent family members;
- Intention to live in Ontario;
- Legal status in Canada (if applicable).
Programme de l’expérience québécoise, PEQ (PEQ)
The Programme de l’expérience québécoise (PEQ – Québec Experience Program) is an accelerated selection program for skilled workers who wish to obtain a Certificat de sélection du Québec (Québec selection certificate) with a view to becoming permanent residents. The program is intended for Québec graduates and temporary foreign workers who meet certain conditions, such as demonstrating advanced intermediate knowledge of oral French.
PEQ - Quebec graduate
This stream is for graduates with an eligible Quebec diploma.
Minimum requirements:
- Intend to settle in Quebec to hold a job;
- Have stayed temporarily in Quebec for the primary purpose of studying and have respected the conditions of your stay;
- Have stayed in Quebec for at least half the duration fo your study program;
- Have obtained a eligible Quebec diplomas within the past 36 months:
- Bachelor’s degree (university undergraduate)
- Master’s degree (including an MBA)
- Doctorate
- Diplôme d’études collégiales techniques (DEC – Diploma of college studies, technical training)
- Diplôme d’études professionnelles (DEP – Diploma of vocational studies) attesting to 1,800 hours or more of study
- Diplôme d’études professionnelles (DEP – Diploma of vocational studies) followed by an attestation de spécialisation professionnelle (ASP – Attestation of vocational specialization) attesting to a minimum of 1,800 hours of continuing education and leading to a particular trade
- Have advanced intermediate knowledge of oral French and provide one of the following documents to demonstrate this:
- A final transcript attesting to the successful completion of at least three years of full-time secondary or post-secondary study completed entirely in French;
- Eligible French test result;
- A final transcript attesting to the successful completion of an advanced intermediate level French course taken at a recognized educational institution;
- A regular licence to practise from a professional order in Quebec.
- Have sufficient fund to support your and your dependent family members for a minimum period of three months;
- Be at least 18 years old, hold a valid passport and, if you are applying from Quebec, be legally in Quebec at time of application.
PEQ - Temporary Foreign Worker
This program applies to you if you currently have a job, if you have occupied this job in Quebec for at least the last 12 to 24 months and if have an advanced intermediate knowledge of oral French.
Minimum requirements:
- Intend to settle in Quebec to hold a job;
- Have stayed temporarily in Quebec for the primary purpose of working there and have respected the conditions of your stay;
- Be legally in Quebec as a temporary foreign worker or under a youth exchange program;
- Have been employed full-time for at least 12 of the 24 months preceding the submission of your application;
- Have advanced intermediate knowledge of oral French and provide one of the following documents to demonstrate this:
- A final transcript attesting to the successful completion of at least three years of full-time secondary or post-secondary study completed entirely in French;
- Eligible French test result;
- A final transcript attesting to the successful completion of an advanced intermediate level French course taken at a recognized educational institution;
- A regular licence to practise from a professional order in Quebec.
- Have sufficient fund to support your and your dependent family members for a minimum period of three months;
- Be at least 18 years old, hold a valid passport and, if you are applying from Quebec, be legally in Quebec at time of application.
Nova Scotia Nominee Program (NSNP)
Nova Scotia Nominee Program (NSNP) targets prospective candidates who have the skills and experience and nominates them to immigrate.
Nova Scotia Experience: Express Entry
This stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have at least one year of experience working in Nova Scotia in a high skilled occupation.
Eligibility:
- Have at least 1 year of work experience in Nova Scotia;
- Be 21 to 55 years old;
- Have a Canadian high school credential or equivalent;
- CLB 7 for skilled work in NOC 0 or A; CLB 5 for NOC B positions;
- Have a valid Express Entry profile.
Nova Scotia Demand: Express Entry Category B
This category is for applicants with experience in an opportunity occupation and it is expected to open and close throughout the year.
Eligibility:
- be in one of the target occupations;
- have a valid Express Entry profile;
- Score 67 points or more on the stream’s six selection factors;
- Have at least 1 year of skilled work experience in one of our target occupations;
- Have a Canadian high school credential or equivalent;
- CLB 7;
- Show enough financial resources to successfully settle in Nova Scotia.
Alberta Immigrant Nominee Program (AINP)
Alberta Immigrant Nominee Program (AINP) has made some major changes since June 14, 2018. The skilled worker programs only include Alberta Opportunity Stream (AOS) and Alberta Express Entry Stream. However, under Alberta Express Entry Stream, applicants can only apply if they receive the Notification of Interest (NOI).
Alberta Opportunity Stream (AOS)
- Residency status and work permit requirements
- Must have a valid temporary resident status in Canada that authorizes you to work in Canada (i.e. temporary foreign worker).
- Must have a valid work permit including
- A positive LMIA;
- A LMIA exemption determined by IRCC including international trade agreements, workers transferred within a company, International Experience Canada, and Mobilité Francophone;

Post-Graduation Work Permit (PGWP) and PGWP holders must meet additional education requirements:
- If you are enrolled before April 1, 2019, your credential must be issued by an Alberta Advanced Education approved Alberta public and private post-secondary institution and approved credentials;
- If you are enrolled on or after April 1, 2019, your credential must be on the Alberta Opportunity Stream List of Alberta Advanced Education Approved Post-Secondary Credentials;
- Eligible occupations:
- Must work in an eligible occupation in Alberta;
- Must work in an occupation that matches your previous work experience;
- If you are a PGWP holder, your occupation must be related to your field of study in Alberta
- If you are admitted an enrolled in your Alberta credential program on or after April 1, 2019 and you completed an Advanced Education-approved one year post-graduate certificate, your occupation must also be related to your previous undergraduate or graduate field of study outside Canada;
- PGWP holders are not eligible if their occupation is on the Government of Canada's list of high-wage and low-wage occupations in the province of Alberta.
- Language requirements:
- CLB 4;
- CLB 7 for NOC 3413 (Nurse aides, orderlies and patient service associates);
- Minimum of high school education;
- Work experience requirements
- A minimum of 12 months full-time work experience in your current occupation in Alberta within the last 18 months; or
- A minimum of 24 months of full-time work experience in your current occupation in Canada and/or abroad within the last 30 months;
- PGWP holders
- A minimum of 6 months full-time work experience in your current occupation in Alberta within the last 18 months;
- Your occupation must be related to your field of study in Alberta;If you are admitted an enrolled in your Alberta credential program on or after April 1, 2019 and you completed an Advanced Education-approved one year post-graduate certificate, your occupation must also be related to your previous undergraduate or graduate field of study outside Canada;
- Must have been full-time, for a minimum of 30 hours a week;
- Must be for the same occupation as your current occupation;
- Cannot have been gained while studying in Canada and doing co-op work placements or internships as part of a study program; there is an exception to this rule if you are a Post-Graduation Work Permit Holder:
- the paid co-op work term was full-time (minimum 30 hours per week);
- the work experience is directly related to your current occupation;
- the work experience was all gained in Alberta;
- Eligible job offer; your job offer or employment contract must be signed by you and your Alberta employer and must offer:
- continuous, paid work;
- full-time work, defined as a minimum of 30 hours/week;
- employment for 12 months or more;
- work in your current occupation;
- wages and benefits that meet provincial minimum wage.
Manitoba Provincial Nominee Program (MPNP)
Manitoba Provincial Nominee Program (MPNP) has skilled work programs including International Education Stream (IES), Skilled Worker in Manitoba Stream (SWM), and Skilled Worker Oversea Stream (SWO).
International Education Stream (IES)
IES is for Manitoba graduates including three pathways: Career Employment Pathway, Graduate Internship Pathway, and Student Entrepreneur Pathway Pilot.
IES - Career Employment Pathway
This pathway is for Manitoba graduate with a job offer.
Minimum requirements:
- Must have graduated in the past 3 years from a designated post-secondary institution in Manitoba (minimum one year);
- CLB 7;
- Must have a minimum 1-year full-time job offer from an eligible current employer and the position is on the In-Demand Occupations list that are consistent with your completed training;
- Must demonstrate sufficient funds for six months or must be employed in a full-time, long-term position in Manitoba;
- Must be residing in Manitoba at the time of application and submit a Career Employment Plan.
IES - Graduate Internship Pathway
This pathway is for master and doctoral graduates who compete an Accelerate or Elevate internship with Mitacs in Manitoba. Candidates can apply to the MPNP immediately after graduation, whether or not they have a job offer.
Minimum requirements:
- Completed a master or doctoral degree program in Manitoba within the past 3 years;
- CLB 7;
- Completed a Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) internship with an eligible industry and research enterprise in Manitoba;
- Must demonstrate sufficient funds for six months or must be employed in a full-time, long-term position in Manitoba;
- Must be residing in Manitoba at the time of application and submit a Career Employment Plan.
IES - International Student Entrepreneur Pilot
This pathway is for Manitoba graduates who pursue entrepreneurship rather than employment. It provide up to 20 per calendar year.
Minimum requirements:
- Must operate the business as a senior manager for at least 6 months and hold ownership of at least 51%;
- CLB 7;
- Complete a at least 2-year full-time post-secondary program in Manitoba;
- 21-35 years old;
- Have a valid open work permit or PGWP;
- Have continuously resided in MB since graduation and how intent to continue to reside in MB after nomination;
- No minimum net worth, but required to have a evaluation;
- Must demonstrate sufficient funds for six months;
- After an application is approved, a Business Performance Agreement (BPA) must be signed.
Skilled Worker in Manitoba (SWM)
SWM has two pathways: Manitoba Work Experience Pathway and Employer Direct Recruitment Pathway.
Manitoba Work Experience Pathway
This pathway is for applicants currently working in Manitoba with temporary work permits, including Temporary Foreign Workers (TFWs), International Students who are out-of-province graduates, and International Students who are Manitoba graduates working in jobs not on Manitoba's published In-demand Occupations list.
Minimum requirements:
- Work experience:
- TFWs and International Students: Manitoba Graduates in occupations on Manitoba's published In-demand Occupations list who have worked a minimum of 6 months in Manitoba (the job is not necessarily related to your field of study);
- International Students: Out-of-Province Graduates in occupations on Manitoba's published In-demand Occupations list who have worked a minimum of 12 months in Manitoba (the job is not necessarily related to your field of study);
- TFWs in occupations not on Manitoba's published In-demand Occupations list who have worked a minimum of 12 months in Manitoba;
- International Students: Manitoba Graduates in occupations not on Manitoba's published In-demand Occupations list who have worked a minimum of 12 months in Manitoba.
- You must be residing and/or working in MB at the time of application;
- You must have a long-term, full-time job offer that meets MB's employment and wage standards for the occupation;
- Language proficiency:
- CLB 7 for Regulated Occupations;
- CLB 6 for CompulsoryTrades;
- CLB 5 for all other NOC 0, A or B occupations;
- CLB 4 for semi-skilled occupations (NOC C or D).
- You must demonstrate the ability and intent to reside in Manitoba.
Employer Direct Recruitment Pathway
This pathway directly supports applicants interviewed outside of Canada by the MPNP and an eligible employer, and received an Invitation to Apply from the MPNP.
Minimum requirements:
- Work experience:
- Minimum of 2 years in the past 5 years of employment experience relevant to the occupation being recruited, or other relevant experience identified by the employer;
- Relevant experience as identified by the employer if other than 2 years.
- Long-term, full-time job offer that meets Manitoba's employment and wage standards for the occupation;
- The employer has registered commercial business that has been operating in MB for at least the three years immediately preceding the application;
- Language proficiency:
- CLB 7 for Regulated Occupations;
- CLB 6 for CompulsoryTrades;
- CLB 5 for all other NOC 0, A or B occupations;
- CLB 4 for semi-skilled occupations (NOC C or D) where the employer commits to providing or facilitating workplace language training.
- You must demonstrate the ability and intent to reside in Manitoba;
- 21 to 45 years old;
- You must have post-secondary education and/or training related to the occupation being recruited or identified by employer;
- If the position requires licensure or certification, you must apply to the regulatory body to have their qualifications and skills assessed and/or pass an examination.
Skilled Worker Overseas Stream (SWO)
To be eligible under this stream, you must meet the minimum eligibility criteria and score a minimum of 60 points to be considered for nomination. There are two pathways: Manitoba Express Entry Pathway and Human Capital Pathway.
Manitoba Express Entry Pathway
The Manitoba Express Entry Pathway is for candidates demonstrating high human capital with skills, training, and experience related to Manitoba's In-demand Occupations list and a strong family connection to Manitoba.
Minimum requirements:
- A valid Express Entry profile;
- Minimum of 6 months of work experience in an occupation on the In-Demand Occupations list and you must submit a complete Career Plan.
- CLB 7 for NOC 0 or A and CLB 6 for NOC B;
- Completed one post-secondary program of at least one year )Canadian equivalent). If the position requires licensure or certification, you must apply to the regulatory body to have your qualifications and skills assessed and/or pass an examination;
- Minimum age of 18 at time of submission;
- Demonstrate the ability and intent to become economically established and reside in Manitoba; and have the confirmed support of a close friends or relative who has resided in Manitoba for at least one year; or hold a valid Invitation to Apply issued by the MPNP;
- Demonstrate liquid funds equivalent to LICO for independent financial resources for a six-month period.
Human Capital Pathway
The Human Capital Pathway is for international skilled worker applicants with skills and training aligned with Manitoba's published in-demand occupations list, and who demonstrate a high potential to establish strong labour market attachments to those occupations sooner after arrival in Manitoba.
Minimum requirements:
- Full-time and at least 6 months' work experience in an occupation on the In-Demand Occupations list; there is no minimum but zero points will be awarded for less than one year of work experience in total; you must submit a complete Career Plan;
- CLB 7 for Regulated Occupation, CLB 6 for Compulsory Trades, and CLB 5 for all other NOC 0, A or B occupations; points are awarded for second official language proficiency of at least CLB 5;
- You must have completed a minimum of one post-secondary program of at least one year (Canadian equivalent). If the position requires licensure or certification, you must apply to the regulatory body to have your qualifications and skills assessed and/or pass an examination.
- Adaptability:
- You must demonstrate the ability and intent to become economically established and reside in Manitoba; and
- Confirmed support of a close relative who has resided in Manitoba for at least one year; or
- Previous post-secondary education completed in Manitoba within the past five years; or
- Previous work experience in Manitoba within the past five years;
- A valid Invitation to Apply issued by the MPNP;
- You may also be awarded Adaptability points if your spouse or common-law partner demonstrates a minimum of a bachelor degree and official language proficiency of at least CLB/NCLC 5.
- Minimum age of 18 at time of submission; no maximum age but no points are awarded over 45 years of age;
- Demonstrate liquid funds equivalent to LICO for independent financial resources for a six-month period.
BC Provincial Nominee Program (BC PNP)
BC Provincial Nominee Program (BC PNP) nominates skilled and qualified people to meet labour market needs and drive economic growth.
International Post-Graduate Express Entry.
This category doesn't require a job offer. Candidates can choose the regular nomination process and Express Entry. To qualify this category, you must meet the minimum criteria for one of IRCC's Express Entry programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.
Minimum requirements:
- Have graduates in the last three years with a master's or PhD degree in natural, applied or health science;
- Have, or be eligible for, legal immigration status in Canada;
- Show your intent and ability to live in B.C.;
